PTCL logo thumb PTCL Conducts LTE Trials with Huawei and ZTEMany who bashed around Etisalat since its partial takeover of PTCL had to curb their negativities for some time when the news of PTCL's commercial LTE trials found carriers.

Although majority telecom veterans and industry analysts are not sure how things will shape up if the trials and the subsequent negotiation prove successful.

As confirmed by many inside sources, PTCL is conducting LTE trials with Huawei and ZTE. We are further told that both the vendors signed Memorandums of Understating (MoUs) with the landline giant last month. The trials, although, are indoor in nature.

Analysts believe that it will take a year or so more for the network to go on-air due to the lack customer equipment, such as handsets, tablets, dongles etc.

According to an email circulated at a local telecom group, the First LTE Data call was made last Sunday night and speed observed was around 32 Mbps.  This speed was observed using 1900 band. The working engineers believe this speed can cross 100Mbps if some other band is used.

Talking about technologies, Telenor Pakistan is also known to have a dedicated team working on 3G in Islamabad. Nothing has been commercially laid out by the operator though.

One thing is for sure: it is all China. After knocking out European and North American vendors out of major businesses from Pakistan, the vendors have not even left the only non-cellular operator, i.e. PTCL.

ZTE, however, has been associated with PTCL since long.

Some say that the cellular operators might lobby against the initiative to secure themselves and their respective futures with 3GPP technologies. If they do so, I hope not through the means Mobilink conjured up with PTA to falter CDMA operators earlier in the previous decade.

Munday is one of the most historic village in Chakwal located 25 kilometers in east of Chakwal with old cultural values and traditions. It is a remote village with 8,000 inhabitants and no digital connectivity in a radius of 30 kilometers.

Master Abdul-Rahim, a teacher by profession and resident of the same village, used to run a tuition center in Munday. Only a few years ago, when PTA launched its Rabta Ghar Programme, Master Rahim's tuition center was also converted into a Rabta Ghar. Although this conversion revamped his tuition center but due to non-availability of internet in the area, people were deprived of many other useful services that technology can offer.

DSCN9872a thumb1 Serving the Un served With Technology: USFWhen Universal Service Fund (USF) launched its Special Project "Conversion of Computer Centers into Multi-purpose Community Telecenters (MCTs)" in 2010, Master Rahim was absolutely thrilled that his center after thorough scrutiny was chosen for the provision of broadband connectivity and would thus be converted into an MCT.

With a 220 feet tall standing tower, installed by World Call and funded by Universal Service Fund, villagers have now access to broadband internet with 2 Mbps download and 1 Mbps upload speed.

"They took only fifteen days in total for installing the tower and providing internet to this center", told Master Rahim.

12516994461 Serving the Un served With Technology: USFSituated in the heart of this far flung village, this MCT is daily accessed by dozens of local students who learn computer use and take coaching classes for Mathematics and Physics. After broadband internet connectivity, this center serves as an information and communication hub for 8-10 surrounding villages for their respective internet needs.

"Mostly the villagers use internet to send / receive emails to their loved ones living in foreign countries", said Master Rahim while explaining the use of community center. "For instance, just last evening, one of my neighbors, named Arshad, had to email his passport scans and other documents to his brother in Dubai. It took us just a few minutes to scan his documents and email them to his brother, thanks to this high speed internet", told an excited Master Rahim.

"If we didn't have this luxury of internet in our village, the same work could have taken Arshad the whole day plus much more money to do the same task", exclaimed Wasif, son of Master Rahim, who coaches local Metric students in the evening.

DSC02683 thumb1 Serving the Un served With Technology: USFOne year ago, Wasif was the only person in the village with computer knowledge but now he has trained eight youngsters with basic computer skills and four of them are females. Wasif is expecting to see at least twenty four more students getting the computer training once their matriculation exams are over.

"We use this community telecenter for so many purposes, for instance, to send emails, to voice-chat with our loved ones, computer courses, composing, scanning, printing of documents and what not", he said.

"But for me, the real prize of this digital access in our village was when our 5th and 8th class students got their results on time from the internet", told Wasif while explaining that the Punjab Examination Board announces the results on internet only.

Villagers of Munday and the surrounding areas are getting familiar with the benefits of the internet. They are more keen on sending their children (girls too) to this multipurpose community telecenter for training.

"I don't know much about computers or internet, but I have no doubt about the gains of these gadgets", said Noor, an old farmer in his sixties from Munday. He told USF team that he has never seen a computer in his life, but after seeing the response he agreed to go to community telecenter and have a thorough watch of what a computer is.

Under the Pilot project, USF has established similar MCTs in about 10 villages, across the country. Purpose is to learn lessons to make such MCTs self-sustainable. This is apart from more than a hundred "Community Broadband Centers" for citizens in small towns and nearly 600 "Educational Broadband Centers" in Higher Secondary Schools, Colleges and Libraries of those towns that USF has set up during the past year. The ultimate aim of USF is to equip the far-flung and un-served rural areas with broadband internet and telecom services.

Cellular companies have been asked to block all unverified and un-authorized connections by May 17, 2011 if subscribers don't register their SIMs on their computerized CNICs, reported Daily Times, citing a statement issued by PTA.

Paper said that PTA has directed cellular mobile operators to take all possible measures for the verifications of SIMS of their subscribers within specified time period through "SIM information System 668".

In this regards, cellular operators are undergoing a massive campaign to rectify the inaccuracies in the data of mobile users' antecedents as per instructions of telecom authority.

An awareness campaign through media and text SMSes to the subscribers is planned to be initiated in order to get their SIMs identities corrected through Customer Service Centers (CSC).

PTA had introduced "SIM information System 668" for the verification of mobile SIMs in October 2009. Accordingly, subscriber can send his CNIC to 668 through SMS and in return he would receive detail of total SIMs against his CNIC along with name of the mobile company. In case there is any discrepancy, the user would visit CSC to get the data corrected.

The customers could also carry out SIM verification for quick proceeding through PTA website.

Now, the campaign has been set to re-launch after Minister of Interior Rahman Malik came in action against cellular operators last week and asked to block all unverified SIMs in 30 days.

PTA ordered all cellular operators to inform their subscribers about the registration of SIMs otherwise If he does not get his SIM cleared it would be blocked by May 17, 2011. "This is part of PTA efforts to block all illegal SIMs and clean the data of mobile users," PTA statement added.

PTA and cellular phone operators in previous campaign against unnamed and unregistered SIMs and have blocked total 16.3 million unregistered SIMs during phase 1 and phase 2 in the last year.

Previously, PTA introduced "789 SIM Activation System" in February 2009 in order to register and verify subscribers' identity with NADRA. Thereafter, non-activated SIMs are available in the market because SIMs are activated with Standard Operating Procedures prescribed by authority.

New SIMs are activated through this online verification system from NADRA after identification of legitimate users by asking secret questions such as place of birth etc.
The system had been designed to address security risks and preventing SIM misuse in the country.

There are 3.8 million SIM activation requests have so far been rejected on the basis of incorrect information by operators, the authority stated.

It is a very positive sign in terms of all the efforts being made by Webpreneur University (Dubai) and Riphah International University for spreading entrepreneurial mindset in students.

Our very own, Zunnurain Khalid of UltraSpectra is teaching and more like mentoring the first batch of 28 students in 'Webpreneurship' there.

Just to give you an idea, students are not given any notes or presentations in order to get rid of the mindset of 'Rattalization' rather they come up with their ideas on which they have to work throughout the semester under the mentor so that by the end of semester they are be able to pursue it on their own.

The idea of this course is to encourage the entrepreneurial activities in students by mentoring them, giving the right grooming environment where their brain starts functioning like an entrepreneur, presenting different case studies in front of them to get inspiration and take a leap of faith in themselves to get into entrepreneurship as well.

We hope that the process continues and more and more universities take up the model to promote entrepreneurship in our young lot which is 60% of all our population more importantly the future of Pakistan.

Audit thumb AGP Completes Initial Audits of USF and National ICTR&DAuditor General of Pakistan (AGP) completed initial audit of all auctioned projects and administrative expenses of Universal Service Funds (USF) and National ICT R&D Funds recently, industry officials said.

The AGP ordered executive bodies of these two departments to explain the raised objections on procedural irregularities found its team's members in the terms, conditions and modalities of their functions and auction processes.

The AGP asked departments to submit their responses after completing their audits last month. This was the first time that AGP conducted audits of USF and ICTR&D. Previously private auditors affiliated by government authorities conducted audits of these departments once or twice a year.

According to sources, the AGP team raised objections on bidding and tender procedures of the companies which need explanation of the organizations heads to clarify all issues or discrepancies in implementation of rules.

The modus operandi to tender and auction projects of private sector companies is different as compared with public limited companies and they are bound to follow their own set rules, an official of Minister of Information Technology and Telecommunication (MoITT) said.

"The AGP ironed out few issues in procedures, which need to be explained by the company in the next schedule meeting with its team and officials of these two departments," he said on the condition of anonymity.

USF is private limited company and listed with Security Exchange Commission of Pakistan (SECP) with independent board of directors, hence, it follows it own rules rather than government rules to run an organization, he said and added USF subsidies allocations are transparent with no irregularities.

The USF has auctioned different projects of Rs 15 billion to various telecom operators so far.

The AGP team asked ICTR&D officials to provide details of their funds utilized on specific research projects.

"The AGP team found complexities in different projects of the organization, which will be explained to them with discussion with their team member in next meeting as part of the audit briefing," another official of MoITT said requesting not to be named.

The initial inquires are first phase of audit conducted by AGP in two weeks. The next phase of audit based on briefing sessions will be conducted by AGP team with USF and ICTR&G high officials later on, however, the dates of meetings have not been announced so far.

At present, AGP team is conducting audit of MoITT funds collected from different telecom operators on various accounts.

The AGP will submit its detail report to Federal Cabinet and Public Accounts Committee on completion of audits. The top brass officials of these two organizations will be held accountable if they are found in corruption or involvement in irregularities.
