USF Project Inaugurated in Bahawalpur

pm bwp thumb USF Project Inaugurated in BahawalpurThe Prime Minister of Pakistan; Syed Yusuf Raza Gilani inaugurated Universal Service Fund’s (USF) project aimed at providing basic telecom services in Bahawalpur division’s unserved areas.

The ceremony was held at Bahawalpur circuit house on Thursday. He also inaugurated the Pakistan Software Export Boards's (PSEB) web portal (it.org.pk) launching ceremony and distributed merit certificates and medals among graduates of PSEB's internship programme for Bahalwalpur and Multan division.

Speaking on the occasion, the Prime Minister said that USF’s project in Bahawalpur manifests the determination of the government to provide basic telecom facilities to remote areas of Pakistan.

He added that when his government took charge in early 2008, there were 888 unserved mauzas in the districts of Bahawalpur, Bahawalnagar and Rahim Yar Khan. Now every village in these districts enjoys basic telecom facilities.

He hoped that PSEB and USF, under MoIT’s leadership, would continue to implement programs to strengthen Pakistan’s IT industry, and increase access to ICT technologies to all Pakistani citizens.

To mark the launch of the USF’s telecom services in Bahawalpur, the Prime Minister unveiled a plaque and made a telephone call at the remote village deep in the Cholistan desert. This project was implemented with a cost of Rs. 310 million, out of which USF contributed 248 million. The project will benefit approximately 250,000 people located in the remote areas of Bahawalpur division. 

On this occasion, Federal Secretary Information Technology, Saeed Ahmed Khan, gave a detailed briefing to the Prime Minister about the Rural Telecom, Optic Fiber and Broadband programmes undertaken by Universal Service Fund (USF).

He mentioned that Ministry of Information Technology, its affiliated companies and departments are conscious of the skilled man power needs of IT Industry and have started programmes for training young IT professionals in advanced IT technologies. He assured the Prime Minister that Ministry of Information Technology would actively work towards realizing government's vision to develop young skilled professionals, for promotion of the IT industry in Pakistan.

In a statement, CEO OF Telenor- Christian Albech said, "We are proud to have become the only mobile operator to have completed a USF project that comprises a high number of solar-powered sites. We are honored to have provided connectivity to a quarter of a million unserved population of the area, and thus contributed to the socio-economic uplift of the people."

The ceremony was attended by notables of the area, political representatives and officials of Ministry of Information Technology,USF and PSEB.

      PTA Recommends Guidelines for International Toll Free Numbers

      Pakistan Telecommunication Authority (PTA) has issued its recommendation to set Rs 5,000 charges of annual International Toll Free number for local service providers in the new mechanism for international freephone service (IFS).

      The authority in its consultation papers have stated various modes and options to operate toll free numbers in line with its thriving demands and global market practices and mechanism.

      Accordingly, the operator terminating the calls would pay the call charges to the operator originating the call whereas the local service provider would be held responsible in case of any malpractice.

      The service providers are made mandatory to map the International Toll Free number according to the customer requirements incorporated in the Allocation Letter issued by PTA.

      The National Service Provider is liable to have an agreement with the International Operator in order to manage the service and costs of the international Toll Free Numbers.

      The interconnect agreement will be mutually agreed in accordance with the Code of Commercial practice while Reverse Charging mechanism to be followed, PTA suggested.

      A separate Toll Free number could be assigned to a subscriber for each country so the caller can dial the Toll Free number according to his country in order to make the call free of cost, PTA recommends.

      The call for the International Toll Free number to be routed to the country of destination through the local Service providers who are suggested to translate the dialed International Toll Free number into the number format as specified by the International Service provider.

      This will normally be in the form of a special routing number which will be used by the service provider to identify the called customer as well as the origin of the call. This routing number should be kept confidential.

      The structure of the routing number will be bilaterally agreed. The National Service Provider to route the International Toll Free call after translation of the dialed International Toll Free number to an appropriate International Gateway Exchange.

      An agreement between the local service provider (i.e. local FLL/ WLL/ Mobile Operator) and the International operator should be devised in order to ensure the payments to the International operator for providing a toll free call to an international caller.
