Punjab University’s Website Gets Hacked Posted: 18 May 2011 07:23 PM PDT Punjab University’s Website Gets Hacked is a post from: ProPakistani A group of students named "The Student Alliance" has defaced Punjab University's official website, with an aim to stop the devolution of HEC. Hackers have posted a bold-styled message on hacked pages to "Save HEC". It further reads:
We have determined that hackers have not damaged any data available on the website, however, it is certain that every index file is replaced with this defaced index file, which means that server wide URLs are defaced. PTA Shortlists 3.5 Million SIMs to be Blocked, if not Verified Posted: 18 May 2011 03:42 AM PDT PTA Shortlists 3.5 Million SIMs to be Blocked, if not Verified is a post from: ProPakistani Pakistan Telecommunication Authority today announced that it shortlisted a total of 3.5 million SIMs without mentioning the numbers for each operator, that are said to be un-verified. In other means, PTA has identified only 3.5 million SIMs as un-verified, out of total 105 million mobile connections. Moreover, these SIM's won't get permanently blocked, instead they can call 789 to verify their data and get the SIM working again. Phased Blocking of SIMs: PTA said that considering the limited resources available at mobile companies' end, the process of blocking shall be completed in four weeks where same number of mobile connections i.e. 0.875 million shall be blocked on weekly basis thus bringing total no of SIMs to 3.5 million. The mobile connections that failed to approach 789, for re-verification/confirmation of their data, shall be completely blocked at the end of each week. How to unblock a Blocked SIM? PTA has said that during the blocking process a particular SIM/connection shall only be allowed to call 789 for re-verification of user's antecedents. Through 789 system a customer has to approach Call Center of the concerned mobile company by dialing short code 789 and re-register & verify his antecedents through NADRA's database by answering mandatory secret questions i.e. mother's name and place of birth so as to activate his non-active SIM. With a view to further facilitate the mobile users, individual SMS shall again be sent to all left over target mobile connections advising them to approach 789 so as to avoid completely blocking of their SIMs. PTA said that a total of 13.28 million mobile connections approached and re-verified their antecedents through 668 database till 17th May, 2011. It is also important to mention here that for the best interest of consumers', PTA has made the service of 668 free of charge where consumer can know the count of SIMs of each mobile company registered against his CNIC by sending his CNIC number to 668 through SMS. PTA Notifies Regulations for GPRS/EDGE Services Posted: 18 May 2011 02:45 AM PDT PTA Notifies Regulations for GPRS/EDGE Services is a post from: ProPakistani Pakistan Telecommunication Authority (PTA) has issued regulations for all cellular operators aimed at ensuring maximum subscribers satisfaction on the quality of GPRS and EDGE services. The regulations shall be called "GPRS/EDGE Quality of Service Standards Regulations, 2010. PTA has explained the criterion of the quality of service shall be changed time to time keeping in view the emergence of new technology, demand of customers and capacity of cellular operators. All licensees providing GPRS and EDGE services shall adopt the performance standards termed mandatory requirement by the authority, which can modify, delete and add standards for rating on the basis of the extend of coverage deployment and review of new technologies, the regulations stated. All operators shall carry out quality of service testing of GPRS/ EDGE in accordance with availability network and services; link, upload and download speeds, mobility and retain-ability. The test and surveys shall be designed to meet the applicability, end-to-end testing, ease of measurement and similar treatment of rural and urban region in terms of service offers. The PTA may depute its representative for supervising quality of services surveys and testing to be carried out by operators themselves. The cellular operators shall maintain record of all data collected against each quality of service survey, testing and different factors, which will be submitted to the authority at certain intervals. All record must be safe for next three years by operators as necessary compliance. The cellular operators must update their data in analytical form so it is always open for inspection and audit of the authority or representative of authority, the regulations added. The regulations said that the authority may conduct inspections, survey, test or make surprise checks through its representative. It may also conduct performance audit of operators' quality of service from time tot time to ensure that users of telecommunication services get quality of services guaranteed by service providers. PTA may decide to provide information of frequency testing, geographical routes and testing times to operators in advance on the basis of consumer complain record, coverage claim of the cellular operator and previous results. The cellular operators shall extend full co-operation with all required assistance to inspecting officer of PTA in carrying out testing and surveys. The authority may engage, if required, a third party or a group of consultants to conduct a quality of service audit. The inspecting officer shall prepare an inspection report of quality of service results, which clearly spell out shortfall observed during the testing process and submitted to the operators. The cellular operators shall take all remedial measures to remove the shortfalls identified in the report and submit a compliance report within 30 days by confirming that all shortfalls have been removed. Deductions on Mobile Recharges by Retailors Should be Stopped Posted: 17 May 2011 10:31 PM PDT Deductions on Mobile Recharges by Retailors Should be Stopped is a post from: ProPakistani Have you ever recharged your mobile account balance from retailer, If yes, then there are chances that you have have observed the fact that the recharged money in your mobile account is less than you actually paid the retailor. This happens specifically if your recharge value is less than Rs. 50 or in some cases less than Rs. 100. Retailors charge this money (usually Rs. 1 or Rs. 2) as transaction fee for lesser recharges, in fact they boldly communicate this to customers through notices dispatched to their shop walls. Now this deduction from retailors isn't allowed by cellular companies, as a matter of fact, cellular companies pay these retailors a fixed commission or margin (which is usually 3 to 3.5 percent) for all the balance transfer they make. According to market sources, majority of retailors deduct this small money of Rs. 1 or Rs. 2 for small balance recharges. For instance if a customer asks the retailor to load Rs. 40 then retailer will recharge only Rs. 39, which is unauthorized by the cellular companies. Cellular companies, being the responsible for their sales and distribution network should take necessary action and implement proper check on these retail transactions. Not only this, few retailors, who enjoy monopoly in far flung areas of the country, force customers to recharge only higher value of money.
